In India graffiti is more found in political propoganda. Most of the political parties use it extensively during election campaigns to canvas voters. Plus it's cheap and don't cost anything for the politicians other than buying some cheap paint.
This one with the sicke-hammer-star is the logo or symbol of the Communist Party of India (Marxist) which holds domain in the southern state of Kerala and the western state of Bengal. The one difference is that communism in India is only a namesake ideology that works like any other political party in the democratic cornucopia that is India. So don't mistake it for the state-controlled authoritarian ones in China or Russia.
